Foreign Workers in Altai Krai: Risks and Insurance for Employers

What risks do employers face in Altai?

The most common violations relate to documentation. For instance, suppose you hire an employee from India who holds a work permit, but that permit is valid only in the Moscow region. If that person works in Barnaul, it constitutes a serious violation. The permit is strictly region-specific!

Other important points:

· Ministry of Internal Affairs registry of monitored individuals — check every candidate before hiring. Data is updated every 4 hours. Hiring is prohibited if an employee appears in the registry.
· Quotas — the Altai Territory has quotas for many sectors; exercise particular caution in construction and retail.
· Notification deadlines — you must notify the migration service about the hiring or dismissal of a foreign national within strictly defined timeframes. Missing the deadline results in a fine.

Insurance: mandatory and straightforward

Since 2023, a unified insurance contribution rate has been in effect: 30% of the salary (up to the established limit) and 15.1% on the amount exceeding it. These funds go toward pension, medical, and social insurance. Foreign nationals become eligible for Compulsory Medical Insurance (OMS) coverage, so you do not need to purchase a separate Voluntary Medical Insurance (DMS) policy for them.

However, there are important exceptions:

· For citizens of EAEU countries (Armenia, Kazakhstan, Kyrgyzstan), the rules are the same as for Russian nationals.
· For highly qualified specialists (HQS) from India and other countries outside the EAEU, no insurance contributions are levied at all. The only exception is the contribution for workplace injury insurance.
